案例問題
電器產品安規試驗用塞規檢查電氣間隙、爬電距離時，結果可以寫“>塞規值（標準限值）”嗎?
例如：某PCB線路板兩銅箔走線之間爬電距離限值是4mm，用4mm的塞規“比”一下，如圖1所示。測量結果記錄為：>4mm可以嗎?

案例分析
筆者個人認為，以前允許寫“>4mm”，現在不允許了。
IECEE/CB SCHEME/CTL國際電工委員會CB體系CB實驗室組織曾經發布過決議DSH791（詳見附件），測量結果可以有4種表達方式：
——實測值，例如：1.3mm。
——當測量的最小值或最大值超過或低于限值的30％以上時，報告格式中所填寫的測量值應大于（>）[所要求的最小值+ 30％]或小于（<）[所要求的最大值-30 ％]，例如：標準要求≥5 MΩ，結果表示為：>6.5 MΩ
——儀表的讀數小于量程的最小測量刻度。例如，接觸電流測量結果表示為：< 0.1 mA。
——使用等于要求尺寸探棒檢查爬電距離和電氣間隙距離，例如：電氣間隙標準要求≥0.8mm，結果表示為：>0.8mm。
后來該CTL DSH 791決議取消了，如圖2所示。

前兩種測量結果表達方式被寫入更高級別的CB體系操作文件OD-2020 ED3.9 TRF – Development, maintenance and use（報告格式-開發、維護和使用），而后兩種測量結果表達方式并未寫入OD2020文件（詳見附件）。
筆者曾經發電郵詢問IECEE為什么原先CTL DSH791決議4種結果表達方式只有2種而不是全部寫入OD2020文件，得到IECEE的回復：
The reference to CTL DSH 791 was removed from OD-2020 some 7 years ago. It was deliberated on in CMC WG 9 on the new text and this deliberation decided to remove the examples that were given in CTL DSH 791.
大約 7 年前，OD-2020 中刪除了對 CTL DSH 791 的引用。CMC WG 9 對新文本進行了審議，該審議決定刪除 CTL DSH 791 中給出的示例。
IECEE沒有提到當時刪除的具體原因，筆者猜測可能的原因有：
1.電氣間隙、爬電距離各種限值的塞規不一定能找到，例如CTL 791中舉例中0.8mm塞規就不容易找到，常見塞規數值是1mm、1.5mm、2mm、2.5mm、3mm、4mm、6mm、8mm，如圖3所示。

2.某干段距離相加得到總距離的情況，用塞規檢查距離不具操作性，用游標卡尺分別測量每一段距離計算總距離才是可以操作的。
3.“>塞規值（標準限值）”表達方式與“大于（>）[所要求的最小值+ 30％]或小于（<）[所要求的最大值-30 ％]”矛盾。

Based on OD-CB2020-Ed.1.7 Sub-clause 4.6.1., it is not allowed to use statements such as “OK”, “meets the standard”, “more than”, “less than”, or similar instead of the measured value, unless otherwise specified by CTL.
OD-CB2020 Ed.1.7子條款4.6.1規定：不允許使用類似“OK”、“符合標準”，“大于”，“小于”，或類似用語來替代測量值，除非CTL另有規定。
In certain cases the required minimum value is exceeded by a great margin.
在某些情況下，測量值超過標準所要求的最小值很多。
Decision:決議
In case that the measured minimum or maximum value is exceeding or is below the limit value for more than 30%, the value given in the TRF should be >[minimum required value + 30%] or should be < [maximum required value - 30%]. The accuracy of the used instruments is in line with CTLDSH 251B or better.
當測量的最小值或最大值超過或低于限值的30％以上時，報告格式中所填寫的測量值應大于（>）[所要求的最小值+ 30％]或小于（<）[所要求的最大值-30 ％]。所使用的測量設備的準確度應符合CTL DSH 251B的要求或更好。
For example measurement of insulation resistance:
例如：絕緣電阻的測量
· required≥5 MΩ;
要求限值≥5MΩ
· measurement range of test equipment 0 … 10 MΩ;
檢測設備的測量范圍0 … 10 MΩ;
· the measurement instrument shows full-scale deflexion.
測量儀器顯示滿刻度偏轉。
The value given in the TRF should be > 6.5 MΩ.

For example measurement of creepage distance:
例如：爬電距離的測量
- The required creepage distance is 3.0 mm.;
要求的爬電距離是3.0mm
- The real distance is exceeding 4 mm.;
實際的爬電距離超過4mm
The value given in the TRF should be > 4 mm.
TRF中應填寫的測量值為> 4 mm.
For example measurement of leakage current:
例如：泄漏電流的測量
- The current limit is 0.5 mA;
電流限值是0.5 mA
- The real current is below 0.35 mA;
實際電流值低于0.35 mA
The value given in the TRF should be < 0.35 mA.
TRF中應填寫的測量值為< 0.35 mA.
The following two situations are allowed:
下列兩種情況也是允許的:
1 – The meter reading is less than the smallest measurable graduation on a meter scale. For example, touch current measured was less than 0.1 mA.

2 – In checking creepage and clearance distances with a probe the same dimension as the requirements. For example, creepage and clearance distances were greater than 0.8 mm.

5.6.1 The third section contains tables and may contain special remarks.
Tables are provided to record the actual measurements taken during the test. It is not allowed to use statements such as “OK”, “meets the standard”, “more than”, “less than”, or similar instead of the measured value.
However, CTL agreed with the following alternative report method. In case the measured minimum or maximum value is exceeding or is below the limit value by more than 30%, the value given in the TRF shall be >[minimum required value + 30%] or shall be < [maximum required value - 30%] and the accuracy of the used instruments shall be in line with the latest version ofOD-5014, CTL Instrument Accuracy Limits (the latest version.）
